Every state has a network of American Job Centers that offer free career help and, for many people, pay for training in an in-demand field. It is one of the least-used programmes in the country.

How it works

The short version, before the detail.

The Workforce Innovation and Opportunity Act funds a public workforce system run by state and local workforce boards through American Job Centers. Services include job search help, resume workshops, career assessments, labour market information and referrals.

Training services pay for occupational training on the state's Eligible Training Provider List, typically for in-demand jobs. Priority goes to people receiving public assistance, low-income individuals and those who are basic skills deficient, as well as veterans.

Three main funding streams: Adult (18+), Dislocated Worker (people laid off or whose business closed, displaced homemakers), and Youth (ages 14-24 with barriers). Supportive services may help with transport, child care or tools while in training.

On-the-job training and customised training reimburse employers for training new hires. Registered apprenticeships can also be supported.

WIOA services are tiered. Basic career services - job search help, labour market information, workshops, computer access - are open to anyone who walks in. Individualised career services add a detailed skills assessment, a written employment plan and case management. Training services, the most valuable tier, fund occupational training for people who need it to get a good job. Your counsellor will usually move you through assessment and planning before approving training.

Priority of service means certain groups are served first for individualised and training services in the Adult programme: people receiving public assistance, such as TANF cash assistance or other means-tested benefits, other low-income individuals, and people who are basic skills deficient. Veterans and eligible spouses receive priority across all programmes. If you are in a priority group, say so and bring proof.

On-the-job training is an alternative to classroom training. The job center reimburses an employer for part of a new hire's wages while they learn the job, so you are paid from day one. This can be a good route if you need income immediately.
