Veterans facing homelessness have access to a dedicated set of programmes that civilians do not - including vouchers, rapid rehousing and emergency help run through the VA and its partners. One call starts all of it.

Quick answer

Veterans who are homeless or at risk should call the National Call Center for Homeless Veterans at 1-877-424-3838, available 24/7, or visit any VA medical centre. You can be connected to HUD-VASH (a housing voucher with VA case management), Supportive Services for Veteran Families (SSVF) for rapid rehousing and homelessness prevention, and emergency and transitional housing.

How it works

The short version, before the detail.

The VA runs one of the most extensive homelessness systems in the country, in partnership with HUD and community nonprofits. Unlike general programmes, many of these are reserved for veterans and their families, and the eligibility rules are written with military service in mind.

HUD-VASH combines a Housing Choice Voucher from a local housing authority with case management and clinical services from the VA. It is aimed at veterans experiencing homelessness, especially those with greater needs. Referrals come through the VA rather than the general Section 8 waiting list.

Supportive Services for Veteran Families (SSVF) is delivered by community nonprofits funded by the VA. It provides rapid rehousing for veteran households who have become homeless and homelessness prevention for those about to lose housing - which can include help with rent, deposits, utilities, moving costs and case management.

The VA also funds emergency housing and transitional programmes such as Grant and Per Diem, contracts with community residential care, and runs health care for homeless veterans programmes. Veterans who are not enrolled in VA health care can still call the national line.

Discharge status matters but is not always a barrier. Some VA homeless programmes serve veterans with other-than-honourable discharges, and SSVF eligibility depends on programme rules. Ask rather than assume you are excluded.

02

Who usually qualifies

Factors the agency looks at. Only they make the final decision.

Veterans who are homeless - on the street, in a car, in shelter
Veterans at imminent risk of losing housing
Veteran families, including those where the veteran is the head of household
Veterans with mental health or substance use needs, who may be prioritised for HUD-VASH
Some veterans with other-than-honourable discharges, depending on the programme
Veterans not currently enrolled in VA health care

Eligibility rules differ between HUD-VASH, SSVF and other VA programmes. The national call centre screens and refers you to the right one.

03

How to apply, step by step

  1. Call 1-877-424-3838 or walk into a VA medical centre

Say you are homeless or about to be. The line is staffed 24/7.

  2. Get screened and referred

Staff connect you to the local VA homeless programme and SSVF providers.

  3. Bring proof of service if you have it

A DD-214 helps, but the VA can verify service if you do not have it.

  4. Enter emergency or transitional housing if needed

The VA can arrange a bed while longer-term housing is found.

  5. Work with your case manager

For HUD-VASH, the case manager helps with the voucher process and finding a landlord.

  6. Use SSVF for move-in and rent help

Ask about deposits, rent, utilities and moving costs.

  7. Apply for other benefits

VA disability compensation, pension, VA health care and Medicaid can stabilise income and costs.

07

Real situations

How this plays out for people in common circumstances.

Situation 1

Veteran behind on rent

An Army veteran is two months behind after an injury kept him out of work.

SSVF homelessness prevention pays arrears and helps him apply for VA disability compensation.

Situation 2

Living in a car with a child

A Navy veteran and her son have been sleeping in her car.

SSVF rapid rehousing finds an apartment and pays the deposit and first months' rent.

Situation 3

Long-term homelessness

A Vietnam-era veteran has been homeless for years with health problems.

He is referred to HUD-VASH and gets a voucher with ongoing VA support.

Situation 4

Other-than-honourable discharge

A veteran assumes he is ineligible due to his discharge.

He calls the national line and is screened; some VA homeless services are available, and he is told about discharge upgrade options.

08

What people miss

True, rarely explained, and it changes the outcome.

You do not need to be enrolled in VA health care

Call the national line regardless.

Prevention, not just rehousing

SSVF helps before you lose housing.

Discharge status is not always a barrier

Ask.

Families are covered

SSVF serves veteran households, including children.

Legal help exists

Many VA medical centres host legal clinics for veterans.

09

Common reasons people get stuck

Waiting until homeless

Call as soon as housing is at risk.

Assuming no DD-214 means no help

The VA can verify service.

Only using civilian shelters

Veteran programmes add resources.

Not applying for VA benefits

Income makes housing sustainable.

Losing contact with case managers

Keep a working phone.

10

How it differs by state

VA homeless programmes are national, but local capacity, SSVF providers and HUD-VASH voucher availability vary. Some states add veteran housing programmes of their own.
